The location of the new building of the New Parliament of Andorra is an abrupt cliff that opens towards the landscape of the valley. Our design is based on this mineral condition to define a set of volumes protruding like crystals from rock wall. We associate size and shape with civic symbolic value, so the Main Hall of the Council, as the ultimate expression of democratic principles, gets prominence and organizes the rest of the ensemble.

The rest of the program is strategically located to achieve a continuity with the domestic scale of the immediate urban surroundings. Materially we relate the New Parliament with the Old Council, using slate and glass as the only material for both roofs and façades, placed in horizontal slabs. The wooden interior of the Main Hall is organized around a large skylight with three spikes that direct light to each possible partition of this space.
